In 2001, the 10th anniversary of the founding of the CIS (Commonwealth of Independent States). It was created December 8, 1991 by signing by the heads of Belarus, Ukraine and the Russian Federation Bialowieza agreement. It said that the Union of Soviet Socialist Republics ceased to exist as a subject of international law, and in his place comes the international organization which is not a public entity and operates on a voluntary basis - the Commonwealth of Independent States.
December 10, 1991 to ratify the treaty Supreme Soviet of Belarus and Ukraine, December 12, in violation of Article 104 of the Constitution of the RSFSR passed the ratification of the Supreme Soviet of the RSFSR. The Supreme Council had no right to the ratification of agreements involving the state structure of the RSFSR, it had the right to the highest organ of state power only - the Congress of People's Deputies. Created after Congress refused to ratify the treaty. Nevertheless, the charter was adopted by the new organization and the CIS began its work.
