20 years ago, in December 1993, it adopted the Constitution of the Russian Federation - the main law of the state, the foundation of the entire legal system of the country. The Constitution was adopted in very difficult political circumstances. Work on it was more than three years. Various political forces have made in the draft Constitution a variety of often contradictory provisions. The conflicts between the political forces led to armed confrontation and death in October 1993 by President Yeltsin and the Supreme Soviet Congress of People's Deputies - the highest organ of state power at the time.

After the dissolution of the supreme body of state power to adopt the Constitution was no one, and Yeltsin was forced to appeal to the people of the Russian Federation. According to the law on the referendum, the referendum could only be appointed by the Supreme Council of the Russian Federation or the Congress of People's Deputies. The text of the Constitution was published on 25 December 1993, and to this day is considered to come into effect.
